CITY OF BLACK DIAMOND COMPREHENSIVE PLAN UPDATE

The City of Black Diamond is in the process of updating its Comprehensive Plan. This update is known as the “periodic update” that the City conducts every ten years in accordance with the state Growth Management Act and the revised plan will be finalized by the end of 2024. While this important document is prepared, input from residents and other community members will form a broad and public conversation about the City’s future. It is important the City hears from as many interested people as possible; the City invites all interested persons to become involved.

What is a Comprehensive Plan?

The Comprehensive Plan is a document adopted by City Council used to guide development in Black Diamond for the next 20 years. It serves as a guidebook for the city for providing services, facilities, and amenities to accommodate residential and business growth. The updated document will contain a vision describing how the community will look, feel, and function in the year 2044. Goals and policies will provide strategies for achieving the vision. Topics will include housing, land use, parks, economic development, transportation and more.

What are the ways for community members to learn more and become involved?

There are many different ways for community members to be involved:

  • Visit the City Website to keep up to date with news and announcements, including all draft elements and materials prepared: https://www.blackdiamondwa.gov/comprehensive-plan
  • Request to be added to the comprehensive plan update emailing list by writing tocompplan2024@blackdiamondwa.gov
  • Attend a workshop, open house or public hearing and provide your input; the next meeting is scheduled for April 30th at the Community Gym, located at 25511 Lawson Street in Black Diamond, from 6-8pm. Presentations will be provided on draft updates to the plan, future land use map, and zoning map.

Carol Benson, Mayor of Black Diamond, has lived in the area since 1979 and has seen the area transform in many ways over time. She said, “The City Council will adopt a new Comprehensive Plan document by December 2024. Before that occurs, we want to take time to hear directly from as many people as possible about how the community should improve over the next twenty years.”

Mona Davis, Community Development Director said, “We are positioning Black Diamond to accommodate growth in a well-planned and environmentally sensitive manner, retaining the welcoming character of our community. We are very pleased to provide many methods where the public can engage and become involved in this very important process.”
